I'm saying NO!

Craft Wand requires caster level 3 to take and while UMD allow you to emulate class features it only does so to active magic items.  It can't actually get you a caster level high enough to take creation feats.

What they say is correct. A Wizard doesn't simple cast a spell to make a magic item, he is transfering it to the item. Obviously when making a Wand of Fireballs in a small workshop the wizard isn't actually casting the entire spell (or else he would be caught and probably killed in the blast)

When a Rogue uses UMD, he is activating the item to cast the spell, so if he attempted to make a wand of fireballs with a scroll, he would literally blow himself and the wand up in the resulting fireball.

I will also point out when making a wand, that the caster needs to have the spell prepared for the entire time he works on the spell, since a scroll is an instantaneous use, it is not possible for it to remain open and is thus unsuited for making magic items 


Also as pointed out, to meet the requirments for Craft Wand, he must have a caster level of 3, although if he had cross classed or some prestige classes (such as assasin) this could be the case
Thank you guys i forgot about the caster level and the other just somthing that crossed my mind while i was thinking of ways to get wands cheaper.
For an example of what ability is needed to do this at all, look to the warlocks or artificers. Neither are true spellcasters, and both rely on UMD to use wands, but can create items due to an explicit class feature that rogues lack.

It would be an interesting Rogue Special Ability (10+), to be sure, but by default, no crafting.

Or... you could jank it with that Dungeonscape base class.  It acts a lot like a rogue, but gets CL and limited spell-casting.
Exactly. Basically, if you can't cast the spell in the first place, you can't trick the item into thinking you can (for crafting purpose). And you have to be able to cast the spell to make a wand/scroll etc containing that spell. The feat requires a caster level as well. 

That was a good question to ask - attracted my attention!
