Using a net in combat

So I'm running the campaign Reavers of Harkenwold.
At part 2, one of the enemies has a minor action called "Tarry Net"
It does 1d6+4 fire damage, the target is restrained, and the devil pulls the target 5 squares to the nearest adjacent square.
They took the nets.
Do the same rules apply if they want to use them?
1d6 damage, and they can pull 5 squares?
It's +7 vs reflex for the tar devil guards.
Would it be their dexterity modifier +2?
Any insight?
No only the Tar Devil Guard has the ability to use such Tarry Net with a net. Pcs don't inherently gain the use of this power because they capture the net.

So they grabbed the nets.
What can they do with them?
They can use the net (with a -2 penalty to attack roll if they are not Proficient with it) as a mundane net ( a Superior one-handed melee weapon)

This net consists of a web of rope or cord fitted with heavy weights. A trailing cord enables the wielder to control entangled opponents.

Properties
Off-Hand (An off-hand weapon is light enough that you can hold it and attack effectively with it while holding a weapon in your main hand. You can’t attack with both weapons in the same turn, unless you have a power that lets you do so, but you can attack with either weapon.).
Heavy Thrown (You hurl a thrown weapon from your hand, rather than using it to loose a projectile. A basic attack with a heavy thrown weapon uses your Strength.).

Group
Flail (Weapons in the flail group have a flexible material, usually a length of chain, between a solid handle and the damage-dealing end of the weapon.).

It would also be useful for setting up some cool terrain powers.
also you can get a multiclass feat to use enhanced abilities with - net and other galdiator weapons

Note that the Net and Bola MC feats have been "updated" to say that you have to hit with a weapon attack in order to gain the benefit of the feat.  The Whip MC feat was not so changed but that's because it was previously nerfed to only apply once per round.
