I've gone over the rules for Lords of Waterdeep and am left with questions.  Typically, once places only 1 agent per round, then at the end of the round, they are collected.  So why are there 5 each in the box?

At the Builder's Hall, one places an agent and then picks a building to buy, then fills the empty space.  Does the agent move with the building?  If not, that would make it difficult to build more than 1 per round.


Answers plus any other helpful hints that haven't been officially clarified would be great.

1) There's a table in the rule book. Depending on the number of players, you start with 2-4 agents in your pool. You gain one in the 5th round.

2) You do not move the agent. It is very hard for more than one building to come in per round. 
A round consists of several turns, in which players assign one agent (if they have any remaining). After all agents are assigned (and any at Waterdeep Harbor are RE-assigned), the round ends and all agents are returned to the players' playmats. Is that more clear?
