hi -- if anyone could answer this question i would really appreciate it -- can i play path to exile on a creature that has hexproof or shroud ???

No, you can't (unless it's a creature you control and it has only hexproof).
DCI Level 2 Judge WPN Advanced TO RPGA Herald-Level GM

Shroud means that no-one can target the creature, and Hexproof (on an opponent's creature) means you cant target the creature. Path to Exile says "target creature" right on it. ;)
