Emblems (different question from other thread)

I didn't want to jack the thread, so I made a new one.

Are emblems permanents? Can they be tapped?

If I were to make my own planeswalker card, could I give it an ability that reads like "Gain an emblem with ':Exile the top card of target player's library.'"

Would that make sense with the current rules for emblems? 
They are not permanents. A permanent is an object on the battlefield. Emblems go in the command zone. The tap symbol is only defined for permanents.

Emblems are not permanents.  Permanents only exist on the battlefield, and emblems exist in the command zone.

As to whether you could tap it for an ability, as of this moment only permanent can have a tapped or untapped status.

You could probably give the emblem something that says, "At the beginning of your upkeep, target land (or permanent you control) gains "Tap: Exile the top card of target player's library."
