Does blasts and bursts hit allies?

Hi.

Does blast and burst attacks hit your allies or can you choose to only target your enemies?
The power target line will tell you if a power target creatures (which include your allies) or enemies.

As for monster's powers, if its not written, always assume creature.

Does blast and burst attacks hit your allies or can you choose to only target your enemies?



Depends on the wording of the power.

If the target lines reads "All enemies in (burst/blast)", then you only target enemies. If the target line reads "All creatures in (burst/blast)", then it hits friends and foe alike (and even yourself, if you drop the area burst on top of yourself). If the target line reads something like "One (or two, or three) creatures in burst", then you can selectively target.

For example: Scorching Burst - hurts your friends too. Winged Horde - ignores your allies and only hits enemies.

One more question - if you choose a square behind an enemy as the origin square for a burst power, does you still have a -2 penalty to hit with that attack?
Depends what cause this -2 Penalty ? 

Cover will usually have an emplacement, so if placing the Origin Square of a Burst/Blast to a place that doesn't have the Cover-granting object in the trajectory to the target, then no.

As for Concealment, Burst/Blast never take penalty for it.
