No, but it seems like they MIGHT be trying to get it banned in Modern.
3 Mana 2/2 that makes guys are normally very good. Add on being able to be a double Glorious Anthem and you have a damn good card.
The Fateful hour mechanic seems good. I don't think this is a constructed card, though there are going to be casual tribal decks that love him. But he just doesn't do anything for too long, and making him power up just puts you in a dangerous position. But in limited, he seems awesome. Putting a 1/1 into play each turn is actually pretty good, and if it isn't winning the game for you, you can just turn around and win the game when you start to lose. I like the design a lot.

Funny story: InQuest Magazine (I think it was InQuest) had an oversized Chaos Orb which I totally rooked someone into allowing into a (non-sanctioned) game. I had a proxy card that was a Mountain with "Chaos Orb" written on it. When I played it, my opponent cried foul: Him: "WTF? a Proxy? no-one said anything about Proxies. Do you even own an actual Chaos Orb?" Me: "Yes, but I thought it would be better to use a Proxy." Him: "No way. If you're going to put a Chaos Orb in your deck you have to use your actual Chaos Orb." Me: "*Sigh*. Okay." I pulled out this huge Chaos Orb and placed it on the table. He tried to cry foul again but everyone else said he insisted I use my actual Chaos Orb and that was my actual Chaos Orb. I used it, flipped it and wiped most of his board. Unsurprisingly, that only worked once and only because everyone present thought it was hilarious.

Hi guys! So, I'm a sort of returning player to Magic. I say sort of because as a child I had two main TCG's I liked. Yu-Gi-Oh, and Pokemon. Some of my friends branched off in to Magic, and I bought two pre-made decks just to kind of fit in. Like I said, Yu-Gi-Oh and Pokemon were what I really knew how to play. I have a extensive knowledge of deck building in those two TCG's. However, as far as Magic is concerned, I only ever used those two pre made decks. I know how the game is played, and I know general things, but now I want to get in the game for real. I want to begin playing it as a regular. My question is, are all cards ever released from the time of the inception of this game until present day fair game in a deck? Or are there special rules? Are some cards forbidden or restricted? Thanks guys, and I will gladly accept ANY help lol.
I have the same problem with women.

That's what RPJesus tends to do. That's why I don't think he's a real person, but some Magic Card Archive Server sort of machine, that is programmed to react to other posters' comments with obscure cards that do in fact exist, but somehow missed by even the most experienced Magic players. And then come up with strange combos with said cards. All of that is impossible for a normal human to do given the amount of time he does it and how often he does it. He/It got me with Light of Sanction, which prompted me to go to RQ&A to try and find if it was even possible to do combat damage to a creature I control (in light that Mark of Asylum exists).

Compared with Imperious Perfect + Cemetery Reaper, the creature type of its creature token is rather unexciting.. I have always loved Convalescent Care + Second Chance together with cards that allow controlled life-loss like Protective Sphere, and it's a very interesting card for more complicated decks that play with their life totals!
Creature generators have always been good in limited.  I am not sure he is going to see constructed play but we'll see.
this guy is going to be utterly ridiculous in limited.

BURSTING WITH VIGOR!
Trolljuju wiped the sweat from his brow as he continued his slow trudge up the snowy mountain. The wind was strong and fiercely cold, but he pressed against it. Juju knew Beast Engine was somewhere at the peak, waiting for him. But this was not a matter of confronting the forces of nature themselves; that had been accomplished long before, and was now too easy to maintain the manly man's interest. Today, Beast Engine was here waiting for a friend. Trolljuju's mind drifted from his appointment to thoughts of Beast Engine's manliness. The only man in history to punch the fossilized remains of a dinosaur back to life just to punch it to death again. The man who deflected bullets with his pectoral muscles during his daily assassination attempts. The man who cured cancer with a serum made from pure crystalized virility. The man who burst with vigor. Not just a man but a Man- the manliest of all men. A god of masculinity in physical form. Trolljuju's heart fluttered at the memory of him and lightened his steps as he pressed on. Suddenly, he was shaken from his reverie by a deep, powerful rumble in the mountain that shook him to his core. Instinctively, he threw himself to the ground just before the slope ahead of him exploded in a fiery wall of light and heat. So great was the force that the entire upper section of the mountain was vaproized. It scorched Juju's coat, then rose on the air to drift far away, a plume of white-hot ash. When Trolljuju lifted his head to see what was left behind, he beheld a wide, perfectly flat stone plateau, and in the distance he could see a muscular figure, his foot still held up from the kick. There was no doubt it was Beast Engine. As soon as the ground beneath him cooled, Juju cast his heavy pack aside and ran. As the figure grew with closeness, he could see Beast Engine was nude, as was expected. The snow that fell near him turned to a thin wall of steam, looking to Trolljuju's eyes like a barrier. Engine was too strong, too manly to occupy the same space as the ordinary universe. He lived in a world all his own. But fortunately for Juju, it was only an illusion. He ran at full speed into Engine, who caught him with both arms and effortlessly twirled with him, resting with Juju dipped low to the ground in Engine's arms. "Beast Engine, my love," Trolljuju breathed, sturck with awe at Engine's masculine beauty despite the familiarity of his face. Engine just smiled, radiating from every inch of him with incredible strength, yet gentle warmth. "It's been so long, Juju. I've missed you." "Forgive me. I lost contact with you while you were boxing with Death to win back and consume the soul of Theodore Roosevelt. But now I'm here..." Juju lifted one tentative hand to Engine's face, but he pulled away. "You know I cannot give you what you seek. Were we to make love, your body would be destroyed by the force." "I know, of course I would," Juju responded, tears in his eyes. "May I have, at least, one kiss?" "Very well. For you, my friend." Slowly, gingerly, they came closer. But the moment their lips met, a flood of unbridled manliness rushed into Trolljuju, body and soul, and every cell in his body exploded. Beast Engine fell to his knees, and in his grief, he wept. The tears that fell from his face burned deep into the rock beneath him. But slowly, his sorrow turned to conviction. He beat the crap out of Death once. He could do it again.

It's possible he's on par with the first two mentions, if only due to his pump ability when your life total is low.

In constructed, if you're running human tribal or GW tokens, the 3CMC slot is already pretty clogged between Mirran Crusader, Elite Inquisitor, Blade Splicer, and Oblivion Ring. I don't think this card is better than any of those cards, and in a format with Brimstone Volley, I don't see Fatefull Hour ever having much of an impact.
Elite Inquisitor, my friend, is a 2 drop. The 3-Drop slot is indeed contested at the moment, but this guy constantly produces tokens, while Mirran does none, and Blade slicer only when he comes out. Most importantly, the tokens are human. While he may not get much action now, he may see more when most of the above is rotated out with Mirrodin.
I like the new ability.

I'm skeptical about the constructed playability.

Imperious Perfect wasn't put into non-elf decks.  I don't think dropping mana on the activated ability really changes that.

It comes down to whether the new ability (fateful hour) will trigger often enough.  And I'm...skeptical. If you might drop your opponent to 5 or less life and get alpha striked...then don't attack.  It's not like Imperious Prefect which puts pressure on you.  In fact it's a pretty slow clock; you can afford to draw cards for a few turns looking for an answer before trying to attack through this guy.

And...yeah, I'm skeptical about cards that put the opponent into the driver's seat.  Not to mention, I tend to feel that CIP abilities are stronger than tap abilities, because removal can't stop CIPs, and Blade Splicer exists.

HOW TO AUTOCARD! When posting in a text box, type [c]Plains[/c] to make your post showPlains.
Are you making a casual mill deck? Please read.
Control is the key of a mill deck. You should free up your mana as much as possible so that you can respond to whatever your opponent is doing. Having some way to remove threats, both real and percieved, is necessary to survival. Real threats are those that are already on the field, and are something a simple unsummon or doom blade can remove. Percieved threats are those that aren't on the field, something a simple duress or counterspell can deal with. Controlling the board will allow your mill deck to continuously perform, if you use permanent style mill, that is. One-Shot Mill spells are something you should avoid. You can toss tome scours at your opponent until your hand runs out, but that isn't going to be enough to mill them to death. With 1-shot mill spells, like tome scour, you have to treat them like burn spells. Therefore, the only "good" 1-shot mill spells are sanity grinding (in the right deck) and mind funeral. Try to find more permanent styles of milling, like memory erosion, hedron crab, and curse of the bloody tome, so that you don't have to waste your mana each turn doing something that those permanents can do with a single mana/turn investment. Keeping your mana open allows you to respond with control elements. Traumatize Rant. Traumatize is a terrible card for a multitude of reasons. First, it costs 5 to cast, which is a large investment for a mill deck. Milling half a library sounds neat, but if you do the math, it really isn't that much. An average 60 card deck starts with drawing 7 cards. Then, barring any draw spells on their end, or ramp on yours, 5 turns will go by, where they draw 5 more cards, leaving 48 in the deck. Unless they had a deck with more than 60 cards, or you ramped it out, the most you'll ever mill with a single Traumatize on turn 5 is 24 cards. That's not too shabby, but hang on, there's more! If they drew any additional cards or if they were milled before turn 5, that number will be much lower. In addition, any more Traumatize's you draw will only mill less and less as the game goes on...which is the point of a mill deck. My whole point on Traumatize is the it is NOT worth the 5 mana investment, not even with haunting echoes. You can mill more than 24 before turn 5...which you can then cast the echoes. If you look at a mill deck like a burn deck, you'll notice that it takes longer to win with mill than with burn. For example, lightning bolt costs 1 and does 3 out of the 20 damage needed to win (barring any lifegain or damage prevention). For mill, that same investment of 1 would have to mill 9 cards out of an average 60 card deck to be the equivilent of lightning bolt. The problem is that there is no mill card that can do that...except hedron crab, over a period of time. The initial investment of 1 will pay off in 3 more land drops to make the crab equal to a bolt. However, the crab nets you more mill beyond those 3 land drops, making it better as the game draws on. Other cards, like curse of the bloody tome, are excellent ways of milling an opponent because the initial investment of is all you have to pay in order to put your opponent on a clock. All you have to do is stay alive, which is the true goal of a mill strategy. There are other ideas for mill decks that are specific to certain types of strategies. Combo mill decks can mill an entire player's library out from under them. Secondary mill strategies are usually tied to another strategy, like drowner of secrets in a merfolk deck, or halimar excavator in an ally deck. Milling can be done in certain decks that are able to ramp out enough mana to make use of the higher costing mill spells, like using 16 post to pay for X on sands of delirium or for ambassador laquatus. Multiplayer mill decks are even tougher to build, but can be done. Being a slower environment, it is easier to ramp in multiplayer, allowing for big X spells, like mind grind, to be useful. Consuming aberration is another star player. The more straightforward strategy is to use mesmeric orb and dreamborn muse while being the only deck at the table that can deal with it. There are always new strategies coming out with each set, so check gatherer for any new mill cards that you find to be the most fun for you! Now you can say that you haven't fallen into the trap that most new players fall into when they build their first mill deck!

So something like Form of the Dragon? Yeah it's not in Standard and it's too slow a card for the kind of deck that's going to be running the Doomsayer, but I'm curious as to what other cards end up using Fateful Hour because that could be a fun little combo piece...
I don't think this is constructed playable it's a little bit to vulnerable to removal.

It also doesn't fit into the game plan of the decks that would want it.

Of course.  But that's not really the tough part in my opinion.  Phyrexian mana will get you to 5 life.  In fact, Hex Parasite or Immolating Souleater easily take care of it.  What you need is something to make sure you don't get sniped by a Brimstone Volley or other burn once you're down there.  That's the role I could see Tree of Redemption filling.  Keeping you alive, yet still being able to use Fateful Hour.  Like a light switch.
Phyrexian Unlife is an easy way to sustain yourself while staying at 5 and under life. Comes 2 turns earlier than Tree of Redemption's effect, not vulnerable to creature removal, and it works all the time.

I agree Phyrexian Unlife works better. In addition to what you said, it's white. And from what we've seen most, if not all, of the Fateful Hour cards will be white.
That's an awesome idea (-:

I'm thinking of a deck which uses Immolating Souleater + Assault Strobe combo alongside Phyrexian Unlife + Melira, Sylvok Outcast combo with the souleater and unlife also there to help a bunch of Fateful Hour guys.
