So you have a cold admixtured beast switch that counts as an MBA useable with our dagger weapliment. Auto-CA from Pack Outcast for the accuracy boost, made more accurate with the fort penalty from bitter cold. Pick up WLMR asap to pretty much guarantee an out of turn attack, since beast switch prones them, so they would have to provoke to getaway or use a ranged or area power, and get riposted if they attack you. Eventually cold-admix lighting ring to get an extra vulnerability trigger when you slide the enemy. And since beast switch is psychic, can add on psychic lock to make the enemy even more miserable.

So with all the pieces in place, you would hit the enemy with beast switch, sliding 1, proning, inflicting cold vulnerable, trigger cold admixed lightning ring to ping the vulnerable, then the enemy either attacks you and gets riposted or tries to get away and gets OA'd (as long as none of your allies are within his melee reach), either of which would slide the enemy on a hit triggering the secondary damage of lightning ring for an extra vulnerable ping, lather rinse repeat until enemy is dead.
Why war wizard's expertise...? I'd wield a nonmagical ki focus (non proficiently) in a no-slot, and take weapon ki technique instead, if you must get one of the feats from that subpar article... better yet multiclass as monk or assassin and get a ki focus with a nice property you can use... or just take light blade expertise, versatile expertise, etc.

Well for one feats are a bit tight to MC just for a different implement proficiency when dagger is pretty much the best weapliment (Has accurate propery, can use dragonshards for damage boost, and benefits from nimble blade for even more accuracy). Light blade expertise is worthless because the build doesn't make any weapon attack, and versatile expertise scales slower.

Also, you CAN'T wield a ki focus (or any implement) non-proficiently, because there are only 2 mechanical definitions of the word "wield" and niether would apply in that situation. "Wielding" means either making an attack with the item (which you can't do without implement proficiency), or to have equipped and be able to attack with the item (which without proficiency you are not able to attack with it).
I was thinking of making something similar, but focused on charging, and with an MC in Rogue for Surprising Charge.
I can't find anything about Beast Switch being usable as a MBA.  Where is this coming from?
War Wizard of Cormyr paragon path 11 feature:

Arcane Fundamentals (11th level): Select one of your wizard at-will or encounter powers that has a target of one creature. That power counts as a basic attack. When a power allows you to make a basic attack, you can use that power. (If you use an encounter power in this way, it is still expended.) If you retrain and decide not to keep this power, you can choose a new power to be affected by this feature.

Bladesingers normally don't get a wizard at-will, but humans do thanks to their racial feature. Beast Switch is the only wizard at-will melee attack, so the only possibility for Arcane Fundamentals to make such a build work. Fortunately, the power is a good one.

Wow.  New build idea!

Maybe this is an interesting a starting point for you. P.E.A.C.H. while you're at it?
