Clarification on Dragonbreath (Dragonborn)

So something confused me on the character generator.   I chose STR as my primary stat for the breath weapon - but the attack is still based off constitution for damage (even tho you choose a primary stat for breath weapon?)

  So is it Strength (which the character generator does not say) or Con - meaning the 'primary stat' doesn't really matter...

 
Strength, Constitution, or Dexterity for attack rolls. Constitution for damage rolls.


Dragon Breath
Attack: Strength, Constitution, or Dexterity vs. Reflex. You gain a +2 bonus to the attack roll.
Hit: 1d6 + Constitution modifier damage
Special: When you create your character, choose Strength, Constitution, or Dexterity as the ability score you use when making attack rolls with this  power...
