If I cast Delay in response to someone casting their Commander in EDH, does the commander go back to the command zone, or will it have suspend, and be "delayed" for 3 turns?
903.12. If a commander would be put into the exile zone from anywhere, its owner may put it into the command zone instead.

After breaking free from the Riptide Project, the slivers quickly adapted to life on Otaria - much to the dismay of life on Otaria.
I'm not quite sure right now, but would the commander have suspend? And would he have the time counters? Does one counter get removed in the upkeep step and can he be cast from the command zone when the last gets removed?
OK.But what about the time counters? Does the commander get them, and if yes, will they stay on him while he is in the command zone? He will lose them, if he gets cast again, right? (If he had them, that is)
Counters don't stay on permanents when they change zones, unless they specifically state so.If the card didn't get exiled, it wouldn't have the counters placed on it.
Edit: Even if it had the counters on it, they wouldn't be removed; because they only get removed if the card is suspended (which it isn't)
