Grab rules and small characters

Intresting question for anyone willing to answer.

Are there any rules for small characters grabbing enemies.

Planning on building a Halfling Brawler | Ranger that takes advantage of headmans chop. I cant find too much literature about it. Here are my questions.

Does a small character get a penality to grabs against bigger guys?
Do enemies get a bonus to escape?
Does my halfling enter the enemies space to grab them? (since he is small he wouldnt actually reach the enemy to grab them)

There are no penalties/bonuses for small characters regarding grabbing.
Or creatures of any size, for that matter.

Possible exception: If the power you're using to grab says you can only grab targets smaller than you, your size, or one size category larger, you have a narrower band of possible targets.  But as far as raw d20 rolling goes, you are correct.

No.  You can't enter an enemy's space unless he's two size categories larger than you in any case, and that's usually going to be too big to grab (depending on the text of the particular grabbing power).
