monster skill checks?

How do monsters do skill checks? Do they just roll a d20 and add their level and the key ability modifier?

If a porker maurauder (Lvl 1 Str 16(+3)) needs to make a DC15 Athletics check does it just need to roll an 11? (11 + 3 + 1 = 15).

Is that how it's done?
Unless it lists the skill modifier in the stat block (see the dabber, for example) that's exactly what you do.  Be sure to use the level-adjusted version at the bottom (you'll note that monsters add half-level, for various reasons).

You don't add the level and ability ability modifier. You use whatever is listed in the stat block, either the default value in parentheses after the Strength, or the Athletics check if they have one.
