The goal of this thread is to compile these questions - things that aren't directly answerable. The goal of this thread is -NOT- to actually debate the questions themselves. If someone posts something that you think is a resolved question, feel free to link to a thread that contains discussion about it, or make a new thread and link to that. If there's sufficient consensus within this thread about it being resolved, I'll remove it from the list (even if it's one of mine). I'd just caution to not be too quick in general to push for removal of questions from the list.
The best case scenario is that this thread would provide a good source for Rule of Three submissions - we don't want precious dev time devoted to somewhat confusing rules that have established interpretations but rather to the things that really can't be answered short of Developer Intervention.
So here's the ones I've noticed so far (I'm sure I've forgotten some):
Resistance/Vulnerability and Multiple Damage Types - When and how is resistance applied to damage that has multiple types (not combined types). E.g. 10 fire + 5 cold vs monster with resist 5 fire resist 2 cold
Resist All / Vulnerable All - What is the precise definition, how does it interact with game elements that refer to a specific resistance/vulnerability
Polearm Gamble - Do feats and powers with triggered opportunity actions override general rules regarding provoking
Hexblade powers with Weapon and Implement keywords - what does it mean to use a power with two items in terms of the effects of feats, AIP: Heavy/Light Blade, etc.
Triggered Free Action attack-per-turn limitations under the new definition of an attack power in the RC - e.g. Scout
Triggered Action Timing given the new clause in RC about reactions resolving immediately after their trigger
Non-Triggered Free Action Timing
"wield" "hold" and "use" in regards to weapons and implements
Do Summons Flank
What Is A Damage Roll? specifically extra damage in the form of dice, but also for things that have an attack roll but deal e.g. Int modifier damage instead of a die
When precisely a Power count as being used? - Some Effects relate to using a Power...
What Step of Making An Attack (RC 214) does a Multi-Attack Power on a single target such as Twin Strike follows? - Since Step 6 make mention of Multi-Target only ...

Main Hand and Off Hand - Are these persistent states, or are they only determined at the time of the attack?
What is the entity known as Basic Attack? - Is there only one kind of Basic Attack that can have any of the normal descriptors for range, or are there specific game elements of a Ranged Basic Attack and a Melee Basic Attack? Note that this is most directly relevant to Power of Skill, which says you can use specific powers as "basic attacks" but each has its own specific range.
I'd appreciate feedback as to whether this is a good idea to have around, just so we can all agree on what we've disagreed on. The disagreements themselves I see as the biggest rules issues that deserve developer clarification.
