Who you are:

At this point the build is beginning to come together. You now have constant CA thanks to Permafrost and the fact your attacks already deal frost damage. With the help of your Rogue MC you are able to turn that constant CA into a source of increased damage. Meanwhile your new Paragon Path helps to up your accuracy and gives you a 1/encounter boost to your at will damage. Meanwhile your defenses stay on par with a baseline defender’s helping to keep you dealing standing.

Who you are:

At this point the build is pretty much all together. You are now hitting with a 95% accuracy on your main attacks which makes all your bonuses to damage really begin to show on the DPR. Meanwhile with the addition of Quickened Spell you are sporting a solid encounter nova that can allow you to burn down most at level standard Monster in a single round. Meanwhile your defenses continue to stay up there with a standard defender’s. Overall you are a solid well rounded striker.

General Info


The Core Concept:


The core concept is to create a effective all around striker who can fulfill the striker role in nearly any party. The build employs a variety of techniques to do this. First it starts with upping it durability with solid defense, and the ablity to create situational defensive buffs. As a dead striker is a poor striker.  


Defensive Buffs
Ice Skewer: At Will - +2 to all defenses against the target you hit with the attack.
Cloud of Darkness: Encounter - Create a close burst 1 zone in which all squares are totally obscured and that lasts until the end of your next turn.
Piercing Shard: Encounter - Gain Invisibility verse the target of the attack until the start of you next turn
Spectral Fade: Encounter - Gain Invisibility until the end of your turn
Hero’s Defense: Encounter - +4 to your highest defense and make the trigger attack target that defense.
Marauder’s Armor: Constant - +1/+2/+3 bonus to AC until the end of your next turn when you charge
Shadowband: Constant - Gain Concealment.
 

With your ability to stay up established the next key thing is to establish your targeting abilities. Since the build is a melee centric you need to be able to move yourself to where you can do the most damage.  

Mobility
Racing Fires of Ulban: Encounter - Move up to twice your speed
Ethereal Side Step: At Will - Teleport 1
Eladrin Boots: Constant - Increase any teleport by 2 squares.

Now while the build focuses mostly on its DPR, and Encounter Nova as a means of damage the builds Dailies add a different element to the build. Generally the Dailies are designed to offer some hard control as a means to minimize a targets impact on team hero.


Dailies
Decree of Khirad: This daily allows you to rearrange a nice portion of the battlefield setting up yourself and allies to turn the tide of fight. Meanwhile it can generate some solid damage as you make the enemies attack themselves.
Crown of Madness: Making a target attack is own allies can go along way to helping team hero win the fight.
Far Realm Glimpse: This power can take a target out of the fight for a round and leave him less effective with a save ends daze
Passionate Betrayal: Dominating a target with a save ends effect where he takes a penalty to his saving throw based on the number of his unbloodied allies will give team hero an extra hand for the crucial first few rounds of combat.
Eyes of the Victim: Blindness can ruin a creatures ability to fight effectively, even worse the target will spread it to his allies.

With all of that the build has several factors that help to make all of this work even better. First is accuracy, by level 12 this build is able to hit a monster of his same level 95% of the time. Meanwhile, his high dexterity and investment in initiative boosting feats should help the build go before team monster and allow it to start eliminating enemies from the board as quickly as possible. Generally the idea here is not to be the best striker in anyone area but to be an all around solid striker that can be depended on to do his job. 


A Word on Items

While the build does use full item optimization the core of the build is relatively item independent. While the loss of items will drop the DPR by about 20 points you can still get a solid DPR and Nova. The defenses will still be rock solid and your accuracy will still hit 95%.

There is one thing you do need to make the build function, and that is an item to increase your teleportation distance. Luckily there are many items which can fill this need so it shouldn’t be too hard to get at least one of them. You can also rework the build slightly to completely avoid the need for items, by taking Mark or Passage or Arcane Familiar you can get that +1 to teleport distance you need with out the aid of items.


Dual Implement Spellcasting

There has been a lot of talk about whether this feat works with the Hexblade’s powers. This is not the place to discuss it in detail; however I feel that I should address it. I am using it in this build because as far as I can tell the RAW seems to work, and until there is an official clarification both interpretations seem valid. Now if you disagree with it working feel free to remove the feat and Arcane Implement Proficiency and replace it with whatever other feats you want.

All builds have certain factors which can easily be measured from a strikers DPR to a Defenders Mark punishment. In this section I will breakdown the important numbers for this build. In this case we will be looking at the builds DPR and Encounter Nova Numbers.

This is fantastic. If only you had posted it a few days ago. I was trying to build something similar but couldn't get it to come together properly. I wound up going with Slayer instead, and I've already got her fit into the story the DM is setting up.
Nice build. I'd like to see a variant with white lotus riposte. 

Yeah White Lotus was a feat I really wanted to put in the build, but got cut as I felt other feats had more priority which pushed back the feat until epic, at which point I felt the feat wasn't worth the investment. There was surprisingly a lot of different ways to build the Hexblade.

Once more feedback about the build to make sure I am not missing anything obvious then I will get the variants section up and talk more in depth about some of the options I didn't use for the build, but considered.

So if no one else has any comments I will begin working on the variants sections.

Also wanted to see what the interest would be on other hexblade builds, as I have a few others that could be worked up?

I'm currently messing around with a whitewell/paladin PP moringlord. From what I've seen with the feat progression its alot easier to fit in the white lotus feats(deftblade build in/heavy blade). Clerics probably a better MC he paladin was picked for rp purposes.
erdana; color:black; font-size:9pt">Yeah I think the other hexblades (aka Non Feyblade w/ BoWM) can more easily fit in White Lotus as they don't have access to the awesome Light Blade Support.Though even then it is not an auto pick. I am currently working on a Starblade that uses the Two-Weapon Fighting tree and some other tricks to get a truly devastating critical, but I have yet to find room for White Lotus there.

As for MC, I personally like Avenger, getting Oath for even 2 rounds an encounter can really help your Damage output.

Well since the build is focused on the At Will there is a big loss if you switch PPs. If you want some more Invisibility Legendary Hexblade is good, but for Damage Output the Academy Master is the best bet. Here is the comparision.

Class Features
AM - Effective +1 to hit, +5 to damage, and Reroll with an AP
LH - +2 bluff and +1 Speed, Teleport + Invisibility with AP, and Invisibiliy on Soul Step

Conclusion
: While not as flashy AM is more useful for your damage output which is the focus of every striker.

Powers
AM
Encounter - Boost to the At will since it is your focus this is great
Utility - Don't lose Piercing Shard when you miss with it each Encounter another great power as you use Piercing Shard mostly for the effect giving you an effective extra use of the power if you miss. 
Daily - Gives you a bit more damage with Piercing Shard, overal kinda meh.  

LH
Encounter - A small amount of damage and CA until EONT, not really something you need as you already have 2 minor actions powers to get CA and Permafrost to keep it.
Utility - A daily power which if you roll well can make you very tough, but if you roll badly can kill you quickly. Also is a bit against the build stratagy the idea is to have solid defense so you don't get hit.
Daily - Now this is pretty good a Defense Boost, Mobility Boost and DPR boost all rolled into one. A fairly solid all around power.

Conclusion: AM is overall better for you as while the Daily of LM is good the other two are very Meh.  

So that would be my assesment of the two in regards to this build.

Another thing I forgot to mention is that the Academy Master's Encounter and Daily are Reliable, which is another plus on it's side of things.

I often see other fey Hexblade players say that that rouge is the best Multi class for the build but I don’t see it.

eh cant really go wrong with a untyped +1 to hit and duel stat boosts, its not nearly as flashy as some other ED but everything this build screams consistensy over flashiness
The Level 26 and 30 features leave me feeling lacking. The Level 24 Power is nice but I feel that most builds can do better. As for the 21 feature your right ya realy can't make it any better than that.

On another note I dont think Rods are the best Implement for hexblades(most of the magical vers require ether a pact boon or the curse feature) I think it would be better to get AIP with some other type of Implement and then gain the Imporved ver If there is one.

Okay as to the first point, there are two MC that are important to a Feyblade w/ SoWM, rogue and fighter. Both are important because they are martial MCs so you qualify for Deft Blade, secondly they are both allow you to qualify for Suprising Charge. Now the reason that I prefer Rogue is that it gives you that 1/encounter sneak attack which helps to front load some extra damage helping you burn down an enemy. The fighter on the other hand opens up Shock Trooper which can allow you to add Dex again to damage. Both are solid but I like Rogue for the front loaded damage and I think Shock Trooper, and Academy master are roughly equal as MCs for the build.

Destined Scion is a really good ED for any striker as more accuracy means more damage, it is not the only ED. For example in this Build I use Indomitable Champion. The reason being as you said the powers of Scion are only okay the real draw is that +1 to hit, however in this case you are already sporting a +41-+42 to hit vs Reflex (95%+ accuracy) meaning you don't need really need that +1 to hit. So it can depend on where your accuracy is with out the +1 to hit and what other EDs may offer, in this case the extra toughness of Indomitable Champ was more valuable as I already had the accuracy.

One thing thats been bugging me is that looking at Rod expertise it speficlly mentions that only the attack bouns scales into pargon epic. I see nothing saying that the shield bouns increases


Wow, what a brain fart, don't know why it got stuck in my head that the shield bonus scaled, that is what you get from not triple checking your source.

See this is exactly the type of thing that I like to get from feedback as there is always something you miss, sufficed to say the build will be undergoing a bit of an overhaul, though not sure how much as Rod Expertise is still nice for its feat economy.

I've been mucking around with a Hexblade build recently and after reviewing yours, I've realized that the build you have is going where I want for my Hexblade so I might have to 'borrow' it.  Damn good build.
Okay I have looked over the my notes on the build and even with the fact that rod expertise's shield bonus doesn't scale I will not be changing the build. The build is still sporting effective defenses at 30 of 53/48/48/52 so should be just fine with out the extra +2 to AC/Ref

The reason being is Feat Economy. The issue I have with the AIP version of the build is that in Heroic it really struggles to get all the feat it needs. With the Rod version you can get solid defenses while simultaniously boosting accuracy, while with the AIP version you have to choose between defense boosting and accuracy boosting which will leave you lacking in one of those areas in comparision.

I never looked at "Academy Master" Paragon Path before and wow, what a great path for any arcane caster.  Perhaps not the best but I can why you would use it here.  For one, the granted powers are actually pretty damn genericly useful.  Great find.

And yes, I would like to see the AIP version, just for comparisons sake.

As you can see the build gets a large boost to Damage output but takes a large hit in defenses and intiative. Also note that because of the late arrival of the Feat bonus to hit on implment attacks (Dailies and Eldritch Blast) will be a bit behind the curve in heroic and early paragon.

Now if there is further interest I can also work up a more balanced AIP version of the build using a similar focus as the orginal build (aka all around effectiveness).
