Discussion:
The initial ability score distribution is important for the young Hurricane. Strength and Dexterity get the majority of the build points (9 out of 22, for a 16 before racial modifiers) because most of the attack rolls this character will make are modified by Strength, and Dexterity buffs your AC and most of your other secondary effects. Wisdom follows (3 out of 22, for a 13 before racial modifiers) because it is important for feat qualification and well-roundedness on the defensive side of the ball. Constitution receives the last point (1 out of 22, for a 11 before racial modifiers) to make this build a bit tougher. Intelligence and Charisma aren't very useful, so the remaining 10 and 8 can go in either.

Early in the Hurricane's career, we want to establish two things: accuracy and consistent damage (by taking the Spiked Chain feat right out of the gate). You can't ignore Ranged combat, though, so the Daggers made their way into the build. The skills were taken based on synergy with the character’s primary ability scores and racial bonuses.

As far as powers go, Twin Strike is a no-brainer for a damage-oriented character, and Fading Strike allows you disengage quickly and efficiently. Off-Hand Strike also helps to pile on the damage by providing an extra attack once per encounter. Jaws of the Wolf is a brutal Daily power; it likely packs enough punch to finish a standard opponent of your level, and will be doing so for the first half of Heroic Tier.

Discussion:
A few changes occur at this level. You grab Weapon Focus for some extra damage, and you get you first taste of magic items. At this point, you may not be able to cherry-pick your magic items, but you should be able to grab Predator's Hide; it buffs your defenses against your quarry, making you better at 1-on-1 situations.
 The Frost Spiked Chain may not seem different from a plain magic Spiked Chain now, but that will change soon.

As far as power selection goes, Invigorating Stride gives you some action efficiency in allowing you to use your second wind as a move action, and can even allow you to disengage while doing it.


Level 3

Discussion:
This is another eventful level; you get your second minor action Encounter Attack Power in Ruffling Sting, giving you the option of a devastating 4-attack turn against an enemy who starts its turn adjacent to you. You also upgrade a Dagger in order to have a quality Ranged option.

Another eventful level, you invest in your offense by grabbing an attack bonus (and a conditional damage bonus) in the Light Blade Expertise feat and by increasing your two main ability scores. On the item front, we’re gonna save some money: what’s available next level is much more appealing.

Discussion:
This level bring offense by the truckload: the Lasting Frost feat grants you a free +5 damage whenever you attack with cold damage (due to imposing Cold Vulnerability 5), which combines with Wintertouched to give you Combat Advantage while your enemy has Cold Vulnerability. This combination dramatically increases your offensive potential. Additionally, the Stormwarden Paragon Path provides free automatic damage in the Blade Storm feature.

As far as items go, this level brings the Gloves of Ice Hands Slot Item for +2 damage on your cold attacks, as well as the Ruby Scabbard for free damage once per encounter.

This level furthers your isolationist training with the advent of Called Shot, which gives you a hefty damage bonus to your Prime Shot benefits package; this makes isolation more desirable than flanking for you, thus changing your tactics to more of a 1-on-1 combatant. Build Goal and Tactics

The goal for this build is straight-forward: to put out big, reliable damage. The power selection is geared toward being able to blast enemies to slag quickly, and it works even better when you do it alone. The main draw of the build is its consistency

LDB, excellent and well done.  Nice to see the old Stormwarden get an upgrade in the face of new options.  Also digging the song reference.  

I am excited to see how much I can incorporate of the new build into my current character.

Beyond that, excellent work, L_B. Light Blades are golden now that they have their insanely awesome expertise, and a good ranger build for them was sorely needed.
Mountain Cleave Rule: You can have any sort of fun, including broken, silly fun, so long as I get to have that fun too (e. g., if you can warp reality with your spells, I can cleave mountains with my blade).
Well, it benefits this build a lot, and it's pretty setting-neutral (though I haven't let that stop me: I took a theme, after all ).

Scouts are also loving the Light Blade gravy train. I have a Scout build who's actually pretty similar to this guy in outlook and in numbers.
Beyond the gold/item allocation, what is the tradeoff between twin Rapiers and Spiked Chain? It would save a feat and allow for a MC.  Just something I've been wondering about, now that Rapiers are no longer Superior Weps.

Well since you get a feat and your multiclass back you can pic up monk or assassin to pick up a ki focus which can save you some money (if you like your primary weapon enchanment just use the ki focus on our other weapons).
But where would I get the cold damage from using a Ki Focus? That's a big part of this character that up and disappears. You can't bank on your main weapon hitting all the time, you have to take advantage of the fact that you attack twice and can thus attempt to apply the effect twice. The same goes for Ranged. I'm not seeing a Ki Focus as viable under the current model unless it gets me cold damage somehow.
I swear there was a new ki focus that gives melee attacks the cold key word (almost said ki word must be careful with the puns).  I will check I think it was in psionic power.
Either way, if you spend the feat you freed up on an MC for Ki Focus usage, you lose the opportunity to make up for the -0.5 damage/[W] that the Rapier has over the Spiked Chain, so you'd end up with the less damaging character overall anyway. The only real way the Rapier can trump the Spiked Chain would be by spending the free feat on something like Lethal Hunter, then juggling the economy aspect around.
does not matter anyway as ki focuses can give you thunder/fire/lightning/necrotic but oddly not cold.

Flurry would help a little bit on the nova damage front but I can see how that .5dpr adds up in an encounter.

I will keep thinking on it as I prefer rapiers just for fun.

It's a 0.5 damage per [W] advantage for the Spiked Chain, not the Rapier. The Flurry of Blows might bring them even or a little ahead on some novas, but the later ones have a lot more [W]'s, so it's not enough. You only save one feat this way, so you either have to pick Lethal Hunter and get a bit more DPR (assuming you can afford weapons at more or less the same rate), and then you have to deal with the economy issue (not to mention that the current LFR ruleset won't let you have 2 Frost Rapiers). The odds seem to be stacked against the Rapiers.
I thought about using mark of storm/deadly draw combined with a lightning soul genasi and shocking flame but I do not think the end result was better.  I am sure it had less at will DPR but it may have had a nice nova.  Need more feats...
Shocking Flame and Mark of Storm will get it done on the nova front, for sure. The main change is that you can't use Frost without shutting off the Lightning, so things get shuffled around.

Your stat increases for Dex at level 24/28 are written wrong, you go from 26 at level 21, down to 25 at level 24 and back up to 26 at level 28. Your level 30 writeup is fine tho.

Otherwise it's a nice addition to your builds. Now if you could just make an uber Rogue build! >_>

At the risk of derailing the thread, I'm curious on why the new line of products (which is intended to get more players) is banned by your DM.
His DM is obviously a purist who is leary of the current WOTC change the world as we know it to sell more books philosophy.

Can't say i blame him (or her).  I'm 2 days aways from starting a 1st edition Maptools campaign.  Damn you WotC for exploiting my nostaligia.  $400 in books, 2 years of Insider subscription.  Awesome.  At least I have the books on my shelf right?

It's a combination of being overwhelmed by too much source materials and being jaded against the "sell more books" philosophy.  Essentials has taken feats from 4e and made versions that do the exact same thing plus more, which is kind of silly if you want 4e and Essentials to mesh together (why not just errata 4e?)

Also, the current character builder, as far as I know, doesn't have the essentials stuff on it, which is a pain in the ass for both DM and player. 
Web CB has essentials, if you're using a hacked/borrowed copy of the old one, then yea, I guess it makes sense to freeze time after Psionic Power.

On topic: I've also got two weapon defense and lethal hunter instead of the frostcheese combo. Really not as good, but I think those are my best two options outside of frostcheese.

In LFR, you can't have two of the same uncommon weapon enhancements of any type.  So your Frost Dagger and Frost Chain also violates this rule. 

Yep, but I can toss my Frost Dagger and lose nothing for it except the ability to sustain Permafrost at Range with it (which is kind of lame, but at least the Melee capacity is intact). In that case I would suggest a Radiant Dagger, since you should be getting your upgrades pretty regularly with your found item slots and the occasional purchase.

That changed quite a while ago, back when they did the major revisions to all the double weapons. 
Yep, double weapon errata changed all that.

LDB, is there a reason that you didnt work Power Attack into the build?  It seems to me that the "Throw Caution to the Wind" stance just begs for it.  I changed the build to human and added that feat to the build with the free feat and I really think it helps the overall DPR.

Without actually running numbers, Power Attack is almost always a bad idea.  The penalty to attack is worth a lot more damage then the bonus damage would be.  The only class that can reliably get use out of Power Attack without it hammering their DPR is the Avenger.  The reason is the Avenger's hit rate is so high, it loses almost nothing for the bonus damage.
