How exactly does "Proliferate" work?

Hi there

I haven't played MTG in over 4 years and I was still very much a novice when I played back then. But I've decided to get back into the game.

I got hold of a Scars of Mirridon Intro Pack and choose the Deadspread deck.

I see that this deck revolves around placing -1/-1 counters on permanents and players and that proliferate is an ability that many of the creatures have.

My understanding: Proliferate allows me to add extra -1/-1 counters to permanents and players.

My question: Does it allow me to place a counter on all permanents and player that i choose or only ones that already have a -1/-1 counter on them?

Proliferate isn't limited to -1/-1 and poison counters, it can also add charge, +1/+1, time, fuse, or any other counter you might happen to find on a permanent or player.

Because of this you can't add counters that don't exist on a permanent, it has to have at least one to start with.
