Novice Powers

The text for many of the origin Novice powers indicates they are Encounter powers rather than At-Will Powers.  They're all colored as if they should be At-Will Powers.  And it looks like ALL Origin Novice Powers are supposed to be At-Will.

Edit: looks like some of these actually should be Encounter powers...but there are still a few that are Encounter powers but seem like they should be At-Will.

Revisit: After reading Famine In Far-Go, it seems that all Novice powers should be At-Will, all Utility and Expert powers should be Encounter.
And that Nuke It from Orbit, the Alien origin's expert power, should be an Encounter power instead of a Daily. Since daily powers aren't defined anywhere, they're not technically a part of the Gamma World Roleplaying Game.
