Discussion:
The initial ability score distribution is important here. Strength gets the majority of the build points (9 out of 22, for a 16 before racial modifiers) because most of the attack rolls this character will make are modified by that ability. Dexterity and Constitution follow (5 out of 22 each, for a 14 before racial modifiers) for different reasons: Constitution will help out with a few feats, your build secondary effects, and make you tougher, whereas Dexterity will help your defenses and initiatve. Wisdom gobbles up the remaining points (3 out of 22, for a 13 before racial modifiers) to help patch up your Will defense and qualify for a feat or two. Intelligence and Charisma have little relevance here, so the remaining 10 and 8 can go in either.

Early in our career, we want to establish that this build can pack a wallop, so we pick up the Gouge for some hefty damage. You can't ignore Ranged combat, though, so the Javelins made their way into the build. The skills were taken based on synergy with the character’s primary ability scores and racial bonuses.

As far as powers go, the at-will power Howling Strike is an absolute no-brainer for a damage-based character, especially one who likes to charge. Pressing Strike provides the power of versatility to supplement that. Desperate Fury has some good steam on it, and offers an emergency reroll if it doesn't stick the first time around. Thunder Hooves Rage also offers some welcome extra damage, as well as some interesting synergy with Pressing Strike.

Discussion:
At this level, some major changes occur. You pick up Spear Expertise for some extra accuracy as well as a charging incentive, Shrug it Off provides you with some extra recovery, and you get your first taste of magic items. While not everyone can cherry pick their lists, you should grab a Vanguard Gouge for the time being: that extra charging damage can come in handy, as can Badge of the Berserker and its ability to ignore OA's. Last but not least, the Bestial Hide Armor turns a charge into a double-up swing once per day.

Discussion:
At this level, Brutal Slam provides you with some nice damage and an excellent way to set yourself up for some charging space, and the Dwarven Thrower enchantment gives you a nice backup weapon.

Discussion:
At this level, you start investing in your Strength and Dexterity scores, and you pick up a neat damage bonus in Weapon Focus. As far as items go, it's better to sit and wait for a while here.

Discussion:
At this level, you pick up an offensive and defensive boost via the increase in modifier to what are arguably your two most important ability scores, and you upgrade your armor to the excellent defensive property of Marauder's Hide (which helps counteract the detriment of Reckless Charge), as well as your Neck Slot Item. Last but not least, the Fighter Multiclass feat gives you a free attack once per encounter if an enemy ignores you, as well as access to some other nice feats.

Discussion:
A huge amount of change goes on at this level; the first thing is that Lasting Frost incites you to swap your Vanguard Gouge for a Frost one, and thus enjoy the huge amount of free damage it provides (further enhanced by the Gloves of Ice and the Siberys Dragonshard). The Winter Fury Paragon Path provides you with ways to force enemies to be adjacent and engage you, plus a bonus when you attack such enemies.

Discussion:
This level marks an important upgrade; since Winter Fury will be able to turn your attacks Cold all by itself, you can swap your Frost weapon in for something nicer. The Carnage weapon property has some hefty extra damage, the promise of d12 crit dice, and the same price as the Frost weapon, so it's our choice. You also pick up the potential to wreak havoc in an encunter via Spur the Cycle and some AC in Armor Specialization.

Build Goal and Tactics

The goal for this build is simple; rush in and hit hard. We accomplish this by relying on the charge-friendly chassis of the Barbarian combined with what is perhaps the best weapon for a pure charger in the Gouge. This build also takes advantage of the Winter Fury's ability to channel cold damage through your attacks and the Barbarian's array of multi-attack powers to become quite a damaging powerhouse.

The tactics employed are fairly straight-forward: pick a victim, rush up to it, beat it down, then move on to the next target. You have good durability for a Striker, so you can survive short forays on your own, as well as back up the Defenders on the front-line. However, this build is all about the explosive damage: go ahead, charge in, and feel the satisfaction of seeing your enemy driven before you.

The lvl 26 Utility power in the lvl 30 snapshot is wrong. You mean Swift Reincarnation, not Divine Regeneration. Playing too many Demigods has taken its toll i guess
Solid build. Even if I find barbarians a bit boring to play - their efficiency is undeniable.

Dark Sun Noble Adeps Half-Giants are way too cheesy for my taste though. Which would be your second best pick of a character theme on a more practical optimization level?
Theme is really minor here. I just like having a safety net if I roll crappy on my Storm of Blades.

Really, any theme can work here. Gladiator and Wasteland Nomad strike me as the better choices overall.

Another cool build LDB. All those DSCS additions seem to be quite popular right now. I can't wait to see those charging Hurricane of Blades nova numbers...

The lvl 10 boots name is Boots of THE Mighty Charge. Its a minor mistake, but people trying to search it might miss that.
Have you considered Headsman's Chop? It will add 5 damage to each hit after the first one of your Nova and even 5 to your regular damage if your allies specialize in knocking enemies prone as well. Deadly Axe is only +2.5 average damage per hit so it is definately worth it if you get more than one hit per turn on average.

There actually wouldn't be a trade-off, if you changed the array a Half-Orc would end up with identical stats. He didn't take any Goliath only options that I could see. Didn't see any Goliath specific feats, either... maybe he didn't want to make a Half-Orc.

LDB, have you considered Hide Specialization at some point and then retraining that into Second Skin?

I'm assuming this was before the release of the gouge, and I am sure this was before the release of spear expertise or two-handed weapon expertise.
Where are we reading? I see Weapon Proficiency (Gouge) and Spear Expertise in the Feats section, and Gouge mentioned in the summaries. If there is a reference to fullblades, it might be a typo, or left over before the introduction of the gouge and expertise feats.
In level 3 have "Vanguard Gouge" , but in level 4 "vanguard full blade"

just a typo, the weapon will always be a Gouge.  Replace "Full Blade" with "Gouge".  The build was originally using a full blade because that was one of the better choices back then.  The Gouge made it's appearance and rocked the world of a lot of strikers, including this one so the switch was made.  The introduction / build concept at the bottom of the first post explains this.
