You Build the Character #11 - Darth Sidious/Palpatine

This competition is now closed.

Hi everyone, and welcome back to You Build the Character. This month's challenge is to build Emperor Palpatine, AKA Darth Sidious, Dark Lord of the Sith and the man who wrote the book on dominating the galaxy (literally). You have until 11.59pm (PDT) on Thursday 19 August to post your RPG stats, and any notes you want to post explaining your decisions. Once submissions have closed, all forum members will have until 11.59pm (PDT) on Thursday 26 August to vote for their favourite. Whichever build receives the most votes will win.

The prize for winning is having your stats enshrined in the YBtC Hall of Fame, as well as the bragging rights.

The following rules apply to all submissions:
  1. All builds must be created according to RAW, with no house rules (no single Athletics skill, no bonus feats for bloodlines etc).

  2. You may use "unlimited" point buy for Palpatine's ability scores, provided each score is between 3 and 18 at first level (before racial and age adjustments).

  3. You are free to use material from all official Saga Edition books, up to and including The Unknown Regions.

  4. Your stats may represent Palpatine at any point during his life, or serve as an overall interpretation of the character as a whole. You may even include multiple stats to represent multiple points in time, provided they are all different level versions of the same build (ie no swapping out talents or feats).

  5. Palpatine is a Human, and as such uses the Human species traits provided on page 23 of the core rulebook.

  6. You may change your stats at any point up until submissions close, at which point any edited stats will be disqualified.

A part of me is considering making an "early" Palpatine, just to buck the trend that will most likely see everyone making a Level 20 Dark Side Powerhouse Wink
It's morphin time! ...Oh wait, wrong universe. Now where did I put my lightsabre? Winner of "You Build the Character 16 - Wedge Antilles" and "You Make the ... Contest 3 - Elite Forces"
Okay, here's my take on Lord Sidious circa Episode III. As usual I stuck with PB 25 for my iconic character build, just to prove it can be done. The only other thing would be one fulfilled destiny at this point (destruction of Darth Plagueis) and of course he's busily working on his next destiny, corruption of Anakin Skywalker.

I know the party line is that Palpy uses Juyo because (supposedly) Darth Maul used Juyo, blah blah blah. I think what we see on screen is closest to Ataru, so that's what I've given him. Everything else is pretty self-explanatory, I hope.

In this build, I focussed on the aspects seen in Palpatine during the Jedi's attempt to arrest him.  Surely it was because of feats and talents like Maniacal Charge, Disturbing Presence, and Out of Nowhere that he was able to drop three jedi masters before Windu finally got an attack of opportunity on him!

I hope you don't think I'm being picky, but I've noticed a few mistakes:

@ ZehnWaters: your version of Palpatine is missing its Destiny and Force Point entries. Your lightsabre attack bonus should be +27 (+19 BAB, +1 self-built, +1 Weapon Focus (Lightsabres), +6 Cha from Noble Fencing Style talent)...

@ Dendrite: your version of Palpatine is missing its Destiny and Force Point entries. You also appear to be low on talents - at that level, he should have 10 talents and you've only given him 6...

@ 603: There is no skill entry for Knowledge (Sith Lore) - it's encompassed by Knowledge (Galactic Lore) IIRC and your lightsabre attack bonus should be +18 (+14 BAB, +4 Cha from Noble Fencing Style talent)...



As an aside JediComedian: I've been wondering for a while if you mind people submitting entries, but that they don't want voted for.
I'd like to put up my version of Darth Sidious, but I don't want anyone to vote for it (of course - that assumes anyone would ;) ) as I do not want to deprive anyone else of a chance of winning... if a suitable notice is placed in the entry post, would this be OK with you?

Perhaps, but IMHO one of the biggest flaws of the RCR was the inclusion of too many skills (especially knowledge). You could always house-rule that any checks made on Sith Lore have the DC increased by 5 (or 10) unless you are Sith or have studied their lore carefully.

I won't go into a detailed reasoning for this version, but in terms of the basics:
*38 point buy (I use this level of point buy for all my BBEG's)
*I've tried to give as holistic interpretation of Darth Sidious as I could in terms of abilities and powers
*I haven't given him a specific lightsabre form, but as he is reputed to be a master of all forms I have tried to give a selection of Lightsabre Form powers in order to represent this mastery

 Perhaps, but IMHO one of the biggest flaws of the RCR was the inclusion of too many skills (especially knowledge). You could always house-rule that any checks made on Sith Lore have the DC increased by 5 (or 10) unless you are Sith or have studied their lore carefully.

If there's one skill I've found you can't have too many of, its Knowledges. The main reason being it allows the GM control over PC knowledge. They can't "just know" about the Fallanassi or Aing Ti or Sith without taking special effort to study them. That's my big gripe about knowledge related to the Force being Galactic Lore; a crit 20 can reveal almost anything, even to a non-sensitive, including some of the more screwball parts of Sith lore.

I saw an attempt to use it in LARP to restrict cross-faction knowledge in a Requiem game. The Invictus weren't supposed to be able to decode the Ordo's title system without having an approved specialty in Ordo Lore. Unfortunately... metagaming happened, and happened a lot. Had it been enforced properly, it would've been a great thing.

And of course you as the GM have full control over what you let your players know.  If they have no reason to know Sith Lore or about the Angi Ti then it doesn't matter what they roll on their check, they still don't know.

Palpatine was born in 82 BBY, but little is known about Palpatine until he begins his political career on Naboo.  This build represents him in 52 BBY, when he is first elected the Senator of the Chommell Sector (and of Naboo).   At this time, Palpatine was still being trained in the Sith ways by Darth Plagueis. 

TALENTS
:
Palpatine took several levels of Noble, to gain the following talents which represent his ability to blur the line as to whether he is an ally or an enemy:
Cast Suspicion (make an enemy lose insight/morale bonuses) -- this is primarily taken as a pre-requisite for True Betrayal.
Friend or Foe (make a missed enemy attack hit his ally instead) -- this is primarily taken as a pre-requisite for True Betrayal.
True Betrayal (use Persuasion to make someone attack a target of your choice) -- Many years from now, Palpatine will use this talent to persuade Anakin Skywalker to attack Mace Windu.

He also takes Jedi levels to get Block.

He takes a level of Scout to get access to Stealth (which he will need in order to sneak in/out of the Senate building, and so nobody sees him disguising himself as Darth Sidious).
His level of Scout also grants him proficiency with Rifles.  The Senator whose seat he took was assassinated by a never-identified gunman on a passing airspeeder.  Proficiency in Rifles makes it at least plausible that Palpatine might have been the one to pull the trigger.

As he becomes powerful enough to be granted the role of Sith Apprentice, he takes Force Perception and Visions.  With these, he will use Farseeing throughout his life to help him foresee events and guide things towards his ultimate goal.

FEATS:
Most of his feats are self-explanatory.  He uses Pall of the Dark Side to help hide his Force Sensitivity from the Jedi.  He takes Combat Trickery to tilt the odds in his favor in lightsaber combat. (Combat Trickery allows the use of Deception to make an opponent flat-footed with only 2 swift actions).

SKILLS
:
Many of his trained skills are also self-explanatory.  As a politician, he is trained in Knowledge (Bureaucracy).  He is trained in Knowledge (Life Sciences),  representing his interest in finding a way to live forever (including any biological means to do so).  He focuses on Deception (needed to convince everyone of his 'decency' and 'sincerity'), Persuasion (needed to get other leaders to do his will), and of course Use the Force.  Stealth was already explained above.

This build represents him in 43 BBY, when he has just murdered Darth Plagueis and has assumed the title of Sith Lord.  This fulfills his first destiny (Destruction: Darth Plagueis), granting him +2 CHA.  His new destiny is to corrupt Anakin Skywalker.  Though Skywalker is not yet born, Palpatine has seen him using Visions.


Palpatine took 2 more levels of Sith Apprentice and his first level of Sith Lord, granting him:

TALENTS
:
Telekinetic Power (when rolling a 20, can immediately use Move Object again) -- years later, when battling Yoda, Palpatine uses this talent to throw several senate-pods in quick succession (so fast that Yoda doesn't have time to do anything in response).
Buried Presence (immune to Force detection for 1 hour) -- Provides even more insurance that the Jedi will not be able to discover his Force Sensitivity.  With this talent, he can comfortably sit in an office with several Jedi Masters and not worry about detection.

FEATS:
He gains Triple Crit (lightsabers) in order to make up for his lack of traditional talent with a lightsaber.  (He is more focused on deception and manipulation than outright swordplay.)

This build represents him in 32 BBY, at the time of the events of Episode I.  Although 11 years have passed, he has only gained 1 level in Sith Lord.  Palpatine has been concentrating on building his political alliances which he will use to get elected Supreme Chancellor.


The only new ability he has is the Force Secret Quicken Power.  Years later, he will use this ability to unleash his Force Powers quickly when fighting Mace Windu and Yoda.


Also, he has reached middle age.  As a result, his physical stats have begun to fade, while his mental stats are increasing.

Force Training -- this, in combination with an increased WIS score (due to level increase and age increase), grant him 7 more Force Powers.

This build represents him in 4 ABY, at the time of the events of Episode IV.  He has been Emperor for 23 years, and with the Jedi virtually wiped out, he now focuses on maintaining his Empire.  He takes 1 level of Force Adept, and 1 level of Sith Lord, granting him the following:


TALENTS:
Perfect Telepathy (Can communicate in full sentences) -- Palpatine uses this to give direct orders to his Emperor's Hands throughout the galaxy.
Telepathic Link (Can grant Force Powers to Force Sensitive allies w/in 1 km) -- though the crunch (distance) isn't exactly right, I gave him this talent to represent the fact that Palpatine gives Mara Jade more powers than she would have had on her own.  (After his death, Mara's powers go away.)

Having completed his destiny of corrupting Anakin Skywalker, Palpatine gained +1 STR and +1 DEX.  His new destiny is to discover a means to achieve eternal life (which he will never fulfill).


Palpatine is now venerable, greatly decreasing his physical stats (a total of -6 STR, -6 DEX, -6 CON), and further increasing his mental stats (a total of +3 INT, +3 WIS, +3 CHA).  His physical body is now virtually useless, but he is at the height of his political power and Force powers.

Summary:
I built a Palpatine who accomplished his goals through mastery of deception, persuasion, and the Force (+28 to all 3 of those skills).  He has skill with a lightsaber (Triple Crit, Assured Strike, Battle Strike, Dark Rage, Saber Swarm, Tempered Aggression) but he does not have overwhelming physical prowess.  He relies on guile in combat in order to put the odds in his favor (Cast Suspicion, Combat Trickery). 

Examples of how Palpatine used his abilities:
Used Weapon Proficiency (Rifles) to assassinate the previous Senator of Naboo*

He used Farseeing and Visions to foresee future events, and tailor them to achieve his goals.

While pretending to be an good-hearted politician, Palpatine used Pall of the Dark Side, Buried Presence, and Conceal Force Use to hide his Force Sensitivity.  He also used his training in Stealth to go unseen from place to place so that he could be both Palpatine and Darth Sidious as the need arose.

When facing the 4 Jedi coming to arrest him, he performed a Quick Draw, then he used Destiny Points, Assured Strike,and Tempered Aggression to get critical hits so he could use his Triple Crit feat to great effect.  He also used Improved Dark Rage and Battle Strike to maximize his damage.  Once he was fighting Mace 1-on-1, he used Combat Trickery to keep Mace off balance.  When Anakin arrived, Palpatine used True Betrayal to persuade Anakin to attack Mace Windu. 

While fighting Yoda, he used the same techniques as he did when fighting the other Jedi, but he also used Telekinetic Power to rapidly throw several Senate pods at Yoda.

He used Improved Dark Transfer to keep Anakin/Vader alive after his fateful duel with Obi-wan Kenobi.

He used Perfect Telepathy and Telepathic Link to communicate with (and empower) his Emperor's Hands.

* Never proved for certain that Palpatine did it, but my build allows for the possibility

So let's talk about that scene where he smoked 3 out of 4 Jedi Masters within a couple of rounds.  First off, let's discuss the Masters in question.  Statted out in the Clone Wars Sourcebook, there's
Saesee Tiin (Jedi 8/Jedi Knight 5/Jedi Master 3); hp 144, Use the Force +15
Kit Fisto (Jedi 7/Jedi Knight 5/Jedi Master 1); hp 122, Use the Force +17
There are no official stats that I'm aware of for Agen Kolar, based on his story, for sake of discussion we'll use a Jedi Battlemaster from Threats of the Galaxy, so
Jedi 8/Jedi Knight 5/Jedi Master 3; hp 122, Use the Force +14

Some musing by GM Sarli indicated that the aforemention Masters had either A) run out of Destiny Points during the course of the Clone Wars, (B) had fulfilled their destinies and therefore could not spend Destiny Points, or (C) had no big destiny to speak of, and thus had no Destiny Points; so no using a DP to make Sidious "auto-miss"  With all that in mind...

Round 1:  The Masters use the round to enter the room and draw lightsabers (2 move, 1 swift). 

Darth Sidious rises to his feet (move action) activates dark rage (swift action) and spends a FP to allow it to last for the encounter.  The DC for +6 to hit and damage are pretty much an auto-success for him.  His voice resonates with the dark side of the Force as he exclaims "I am the Senate!" He then spends his remaining move action to draw and activate his hidden lightsaber.

Round 2:  Sensing the Sith Lord heavily draw upon the dark side, the Masters all assume full defense in preparation for the attack they know is coming. 

Sidious activates vornskyr's ferocity, spending a Force Point to allow him to use it at the end of a charge, which he does to charge Agen Kolar.  Since this power has a [dark side] descriptor for Sidious, his Dark Side Master talent puts the odds in his favor that he'll beat the DC 35 necessary to add +4 dice of damage on a hit. 

Sidious also uses Power Attack to its fullest, taking the maximum penalty of -19 to attack to allow him +38 damage on a successful hit. Surmising that the Battlemaster is the most dangerous opponent besides Mace Windu, Darth Sidious spends a DP to ensure that his attack hits.  A character can use Block in an attempt to negate a crit, but with a Use the Force mod of +14, the odds are heavily against him succeeding.  Sidious does (2d8 + 4d8 + 12 + 6 + 38) x 3 damage, and Kolar goes down. Sidious then makes a Cleave attack against Saesee Tiin, spending another DP to ensure the crit (Sarli in an issue of Jedi Counselling says you can spend more than 1 DP in a single round).  (2d8 + 12 + 6 + 38) x 3 damage, down goes Master Tiin.

Round 3:  Kit Fisto moves to flank Sidious between himself and Mace Windu, occurring an attack of opportunity in doing so.  Sidious uses contentious opportunity, doing considerable damage.  Fisto and Windu are able to get in a couple of hits on Sidious.   

Sidious, recognizing the precarious position he's in, makes a single attack on Fisto as his standard action, which hits.  He then spends a FP to use Quicken Power in conjuction with tempered aggression, making an additional attack as a swift action.  Tempered aggression is also a [dark side] power for Sidious, again putting odds for a really high skill roll in his favor.  Sidious' attack beats Fisto's Reflex Defense by more than 2, so the attack is a crit.  So in this round, Sidious has done (2d8 + 4d8 + 12 + 6) + ([2d8 + 12 + 6] x 3)  damage to Master Fisto.  Down he goes.  Sidious then uses his move action to momentarily get clear of Master Windu, and the fight continues...

Yes, part of the beauty of using Visions so much is that he can see himself in the future.  So, knowing that he will someday be working with Xizor, he picked up Falleen.  That's also why he has Geonosian, Zabrak, and Neimoidian.  Palpatine would never stoop to speaking an alien language himself, but he could use his fluency to listen in on conversations that his "allies" might assume that he does not understand.

It was a lot of work, but I finally finished my progression of Darth Sidious/Emperor Palpatine.  He has completed many destinies along the way, which are implemented gradually over the course of my many builds.  Without further tadu, I submit 5 points in Darth Sidious' career.  The first is him as a 16 year old boy, the second at 30 years old when he is first elected to the Senate, the third at the start of The Phantom Menace, the fourth just prior to his battle with Mace Windu, and the final write up at the Battle of Endor.  On an aside, canonically Sidious lightsaber has electrum plating.  I recognize this and the absence of that 'accessory' is not an oversight.  I just gave it spring loaded to accomodate what we see in Revenge of the Sith.  Such being the case, his lightsaber DOES have electrum plating, but the mechanical advantage has been omitted to accomodate the rules of the game.
PS: if there are any mistakes that might disqualify me, I assure they are accidental and would appreciate a heads up so they can be corrected.

   Time is running out for my submission, but I have to say; you guys (all of you) have really done an outstanding job on this competition!


   My version has been changed a few times based on subtle realizations brought out by other submissions. For example, I have a great all around build, but then I realize….this chum is gunna have to burn through at least 4 (or 5) destiny points to pull off the arrest victory in episode 3 (which was beautifully explained, from a certain point of view). Then I scrapped that one and sifted talents, only to come up short for whatever reason. So I may miss this deadline but want to voice my over all support and almost intimidation by the superior meeting of the minds here. Excellent work making something something Dark Side so awesome (lol). Thanks Comedian for making it so.

I hope that this does not come across as negative criticism.  You asked for a heads-up about any errors in your submission, so here are the errors that I found. 

In the CL8 build:
1) Too many talents (has 6, should be 5)
2) Not immune to fear

In the CL12 build:
1) Not immune to fear
2) Does not possess Temptation ability
3) Should have 12 powers, only has 9

In the CL16 build:
1) Due to being 50 yrs old, stats changed.  STR, CON, & INT are correct.  But there is an extra point somewhere between DEX, WIS, and CHA.  2 of those are correct, and 1 of them is 1 point too high.  Based on your later builds, I would guess that DEX is 1 point too high.
2) Does not qualify for Stolen Form.  Does not have Weapon Focus (lightsaber)
3) Missing 1 talent (has 9, should have 10)
4) WILL = 34, not 31


In the CL18 build:
1) Talents don't make sense compared to previous builds.  Gained 1 level of Crime Lord since previous build, and suddenly gained Inspire Fear I & II.

Thanks for the proof-read.  I think everything has been corrected.  Dex in the 16 was wrong because I only added 1 to Dex when it should have been +2 from the Destruction destiny (Plagueis).  I'm glad that it was limited to the 16 build and the impact was minimal, so it was easy to correct.  If it had been Charisma or Wisdom that was off it would have been a lot of work to fix.  Sharp eye.  Kudos.

The talents were corrected by adding the 5th level of Jedi at level 20 for Transfer Essence.  The final two levels are Crime Lord 4 and then Jedi.  Talents were balanced by adding Cause Mutation a level sooner.  I can't believe I overlooked Weapon Focus: Lightsabers, but I put it in at the expense of Skill Focus: Persuasion.  His charisma is high enough that it shouldn't matter much, and when it DOES matter, he has Improved Mind Trick.

Anything else?  Submissions close in 3 hours and I want it to be pristine.

Out of curiosity, for those of you who gave Palpatine the talent Cause Mutation, why did you do so?  Is there some EU stuff about Palpatine creating a lot of Sith Mutants that I'm not aware of?  The only thing I can think of is the fact that Palpatine himself became mutated.  But the Cause Mutation talent is for givng creatures the Mutant template.

The overall body of work is nice and I think the Crime Lord levels (especially with the Inspire Fear series of talents) is especially inovative.
