Can a human multi classed rogue pick up Brutal Scoundrel Rogue Tactics in epic?

Per title, can a human (or PC with epic destiny/race able to select human feats) take Ruthless Efficiency MC rogue feat to access Ruthless Ruffian (Rogue Tactics), and in epic pick Versatile Rogue feat to select a different Rogue Tactics (such as Brutal Scoundrel)?
RAW, can't see why not and it's a very nice find.

Versatile Rogue requires you to have the Rogue Tactics class feature. Arguably, Ruthless Efficiency doesn't give you that, it states it gives you the Ruthless Ruffian class feature (which you'd normally need the Rogue Tactics feature to choose, of course).

I'd allow it if I were DM, but I think by strictest RAW it doesn't quite work.

This is correct. Hashed out in the Ranger handbook.... two years ago? Around then. It still works in the CB I believe, which is unfortunate.
