Say a psi war 2/druid 1 has a light horse animal companion.  If he manifests Vigor, can he share the power with his horse?

Yeah you can share powers to your animal companion due to transparency-- but spells and powers like Vigor with a target of "you" work differently. You can cast it on yourself, or you can cast it on your animal companion, but it doesn't apply to both of you.

Hasn't it always been run that Vigor will give both temp hp though? I thought that was the entire premise around the whole Psicrystal -> Vigor -> Share Pain op or not op thing.

Hm, that's a good question. Here's what I was looking at about shared spells:

Share Spells (Ex)

At the druid’s option, she may have any spell (but not any spell-like ability) she casts upon herself also affect her animal companion. The animal companion must be within 5 feet of her at the time of casting to receive the benefit. If the spell or effect has a duration other than instantaneous, it stops affecting the animal companion if the companion moves farther than 5 feet away and will not affect the animal again, even if it returns to the druid before the duration expires.

Additionally, the druid may cast a spell with a target of "You" on her animal companion (as a touch range spell) instead of on herself. A druid and her animal companion can share spells even if the spells normally do not affect creatures of the companion’s type (animal).

I always thought that this meant that there were two sets of rules, one for spells that can target anyone (Enlarge Person, Bull's Strength, etc) that was very permissive, and one for spells that are "Range: Personal, Target: You" that is more restrictive, since usually that kind of spell can't be made into a potion or effect anyone other than the spellcaster. I'm not sure how the vigor / share pain thing works but it's also possible my interpretation here is incorrect.

Oh wow. I thought I already replied to this, but the forum ate my post. >_>

Given only that passage(since I'm feeling incredibly lazy right now) I wouldn't read it that way. The 2nd paragraph doesn't seem to invalidate any choice the druid could make otherwise(the in addition to part).

In relation to Vigor, she uses the first paragraph. Vigor is a spell/power she is casting on herself. The psicrystal is in her pocket or something, and so is within 5ft.  They are both effected by it until the psicrystal moves from within 5ft. In addition to that option, the druid could instead cast Vigor directly on the psicrystal, even though Vigor is a personal ranger power. The psicrystal does not have to remain within 5ft to keep the benefit of Vigor, and so can go scouting or something; the druid doesn't get the effect of Vigor too however.

That's how I read it anyway.

I go to respond, and Protasis says exacltye what I was going to...

Basically, what Protasis said.  That is how you share spells like shield as well.

Protasis is correct.

Oh, I see, the second paragraph is to increase the number of options by letting the target move more than 5' away. That makes sense.

Ok, then a druid dip for animal companion does make sense.  I was just building with the idea of using piswar manifesting to get 1st level stones, which allow for a deeper set of possible buffs(as they eat less of the expendables cap per capita).  The character was going to use mounted combat a lot, so I was wondering if a one level dip in druid to apply the benefit of these powers would work.
