Can you read from a scroll while in magical darkness?
Darkness: "This spell causes an object to radiate shadowy illumination" Activate Scroll: "The character must be able to see and read the writing on the scroll."
I would say "yes"

For spells like Darkness and Obscuring Mist, you only have partial concealment, or you have partial concealment to adjacent creatures, so clearly there's some visibility. I'll go with a tentative yes. If there was a spell that gave total concealment, even to adjacent creatures, I'd say you can't read scrolls in that, since it's creating total darkness or fogginess.
I'd consider the following spells ok for scroll reading: Darkness, Obscuring Mist, Fog Cloud, Solid Fog, Blacklight if you cast it.
I think the following spells will hinder scroll reading due to "total darkness": Blacklight if someone else cast it, Control Light at full darkness if you have no darkvision

Magical darkness should be no different than the corresponding natural darkness, so something that creates a "dark" lighting effect (such as the Darkness) spell would not be a problem, but something that causes a "pitch black" effect would.
