Q: How much does the Skate power cost when purchased as a Psionic Tattoo? A: Since there is no weight limit to the power when used on yourself, it costs double normal price like other personal tattoos.

This is a concept I was actually toying with myself (i.e. 1-handed and Dorje of Vigour) since Kezereth got his new dorje. So long as the enemy is doing less than 10 damage per round average, you should be pretty hard to take down directly.
I would suggest putting a few points in Craft (Armourworking) to get Full Plate as Uknist suggested - once you have Banded, it's basically the same but better. You'd need to nick a few skill points but you seem to be missing a few anyway. At this stage you probably don't want to be regaining your focus or manifesting whilst in combat, so you probably don't actually need all that Concentration (at least yet). With the dwarf bonus +2, +2 from tools and +1 from int, you'd only need 5 points to be able to make MW full plate (or actually spend 3 and get non-MW, but you probably want to be able to enchant it later).
One thing worth considering is the Deep Dwarf subrace. You get Light Sensitivity, which could be bad at ECL 5+, but for now you stand only to gain since it ups your save bonuses.
Definately get him a bow, too. You probably can't afford a proper composite longbow yet, but it's likely only to be a backup option, anyway.
Also, Expansion will lower your touch AC by 2, not 1.
But this guy actually looks pretty tough. My ECL 3 characters are looking a bit worried.
