I've gotten into some trouble for being very non-canon with my cosmology. I like to approach the entirety of it (except the prime material plane) in the same way one approaches Sigil's unpredictable portals. Everything is connected to everything else pretty much whenever and however it ‘wants’ to be. It's not random in the strictest sense of the word, but it's about as unpredictable as a deterministic system can possibly be. My aim is largely to create a very labyrinthine, dreamlike effect...

It's not random in the strictest sense of the word, but it's about as unpredictable as a deterministic system can possibly be. My aim is largely to create a very labyrinthine, dreamlike effect everywhere amongst the planes, such that the corner you turned a moment ago may not lead back from whence you came.
I created rules, hidden from the players, dictating probabilities that X may change to Y whenever it isn't in anyone's line of sight, applying to everything from objects to monsters to the planes themselves. There's even a (vanishingly low, usually) probability that a character, out of sight of the others, who simply blinks, may open their eyes on another plane.
The best part of it is seeing if/when they notice the connection between my rolling and their line of sight, and if so, how they figure out how to keep things more grounded. Keeping everyone in sight of someone else without creating gaps in the party's overall line of sight isn't easy.
The whole concept makes the planes very threatening, and the height of annoyance if the party doesn't work together well, but I honestly feel that's how it should be. I like planeswalking as something one shouldn't normally want to do.
I really liked the idea of the Broken Ring, one whole ward of Sigil being gone. Im currently working on a epic adventure, with one ward in Sigil destroyed. The Shattered Temple floating in the middle and the Lady of Pain missing. Thanks for the great idea!
